Consider this true situation in Bangalore: One cop to make sure situation is under control at 18 churches and umpteen temples daily; Along with him couple of policemen deployed to shuttle between the target areas and report to that one cop who make the rounds. It takes a whole day and night for this cop to cover all the target areas; add to that heavy traffic through out the day — This whole misery of taking notes is because some religious nuts go and destroy church property in Mangalore and immediately they have orders to cover security for all churches, mosques & temples all over Karnataka for next one month.
How can we expect them to be ahead in Intelligence and nab terrorists before they blow up?
